1. We cannot always be sure that we are comparing like with like, certainly a basic principle of analsis.
2. Modern views see the state as a section of the earth's surface whose territorial boundaries are held in place in a state of tension.
3. yet if we consider the boundaries of most of today's nation-state, we discover that the boundaries represent arbitrary cutoff point.
4. Nigeria, Zambia each inherited land areas that make sense in terms of colonial spheres of influence but have little overlap with either enviornmental or cultural discontinuities.
5. To settle a political dispute with a legal treaty is one thing, to translate that settlement into an identifiable line on the ground is another.
The difficulty is most acute on the international level but is also encountered regarding boundaries within the state.
