<튀르키예에서 다시 새기는 '연결'의 의미>
한 주 마무리를 하면서 여러가지 일을 차분하게 돌아봅니다. 특히 이번 주중에 있었던 대통령의 튀르키예 순방 소식을 접하면서 저는 '연결'이라는 단어를 떠올렸습니다. 순방의 내용은 "공동의 가치, 더욱 강한 산업 기반"을 주제로 K-방산 세일즈와 나토 방산시장 진출 발판을 마련하는 등의 주제였습니다. 그 공동의 가치가 결국 만들어내는 것은 유럽과 한국을, 튀르키에와 한국을, 나토와 한국을 잇는 '연결'이라고 봅니다.
저는 지난 4월, ICAPP(아시아정당국제회의) 여성위원회 세션에서 From Digital Growth to the Social Guarantee라는 주제로 발표를 했습니다. 튀르키에는 동과 서를 잇는 장소였고, 그래서 저는 AI 시대의 새로운 '글로벌 협력'에 대해 이야기를 나누었습니다. 사실 이 또한 '연결'이 중심이었기 때문에 오늘 당시 발표가 떠올라서 메세지를 쓰게 되었네요.
당시 그 자리에서 저는 세가지를 제안했습니다.
첫째, 누구도 어둠 속에 남겨지지 않는 '보편적 AI 포용(Universal AI Inclusion)'에 대한 국제적 합의.
둘째, 기술이 만든 부가 공동체로 되돌아오는 'AI 전환 기금(AI Transformation Fund)'.
셋째, 과학·기술에 대한 이해를 갖춘 더 많은 여성 리더가 정책의 중심에 서는 일.
기술은 차갑지만, 그것을 이끄는 정치는 따뜻해야 합니다. 디지털 성장을 '사회적 보장'으로 바꿔내는 일, 그것이 제가 당시 이스탄불에서 제안한 내용이었습니다.
대통령께서 방산과 공급망, 안보 협력으로 대한민국의 새로운 연결을 만들고 계시는 지금, 저는 그 협력이 대한민국 내에서 국민 한 사람 한 사람의 삶으로 '연결'되어 흘러들도록 입법부가 해야 할 역할을 다하겠습니다.
정부의 '연결'을 향한 분주한 발걸음이 헛되지 않도록, 기술 발전의 성과가 디지털 격차 해소와 취약계층 보호로 연결되어지도록 관련 입법도 준비하고 있습니다. 모든 한 걸음 한 걸음, 여러분과 함께 걷겠습니다.

Good evening Distinguished members of ICAPP Women’s Wing and honored guests, I’m Haimin Lee, a Member of the National Assembly in Korea and a secretary general of the Rebuilding Korea Party.
It is truly a privilege to be here with you tonight. Here in Istanbul—a historic bridge between East and West—I would like to speak about the new principles of “global cooperation”.
Let me start with a bit of my own story.
Before I entered the National Assembly, I spent years in Silicon Valley working at the heart of the tech industry. I saw firsthand how technology can open doors we never even knew existed.
At the same time, I also saw who was being left out or even suffered by it. I found myself asking: "Is this progress truly for everyone, or just for a lucky few?"
Today, we are facing a massive wave called "Artificial Intelligence." Some people describe it like "electricity"—a force that will light up our entire world. Well, they are right in that, just as electricity fundamentally transformed human life, AI is now reshaping every industry and every aspect of our daily lives.
However, in this process, we must ensure that no one is left behind in the dark or excluded from the benefits of AI.
More importantly, AI shouldn't be used to hurt any human beings. That’s why I am here today to propose three simple, yet vital, promises for our future:
First, we must build a global consensus for a "Universal AI Inclusion". As technological innovation reshapes employment and deepens inequality, nations and societies must build new social safety nets capable of guaranteeing the basic livelihood of all citizens and the piece. So, let us move forward together toward a “Universal AI Inclusion” in which the benefits of AI contribute to all humanity, rather than being concentrated in the hands of a few.
Second, let’s try to launch an initiative to create an "AI Transformation Fund" for each country. The vast wealth generated by AI shouldn' just stay with the technology itself; it must flow back into the community. In Korea, I am building a policy where a portion of tech wealth is reinvested into bridging the digital divide and protecting the vulnerable. I ask you, as global leaders, to join me in this innovative step. This is how we turn digital growth into "the Social Guarantee"—a cycle where innovation doesn't just make us faster, but makes our lives more inclusive.
Third, we need more women leaders with scientific and technical expertise at the heart of our policies. As the number of leaders with deep technological understanding and inclusive insight continues to grow, we will be able to practice a form of politics that governs technology, rather than being governed by it. Only decision-making structures grounded in diversity can serve as the most powerful mechanisms for identifying and correcting errors and oversights in the AI era.

Technology may be cool-headed,
but the politics that guide it must be warm-hearted.
Let’s work together to build a world where the power of AI is used to uplift every single soul.
I promise to be that bridge in the Korean National Assembly, and globally, I will walk with you every step of the way.
