its가 the external value of the national monetary unit 로 보면될까요?

그리고 

to mitigate by its influence fluctuations in the general level of production, trade, prices and employment,

에서요. mitigate가 타동사로 fluctuations를 목적어로 하고  by its influence는 전치사구로 보면 되나요??

이 부분 해석이 잘 안되서요

by its influence는 전치사구가 맞는데 그럴경우 뒤에서 앞의 단어를 수식하잖아요.

그렇다면 mitigate을 수식하죠. 자신의 영향력을 이용해서 변동폭을 완화한다...가 되어야할거 같아요.

그렇다면 it은 bank가 되어야 하지 않을까요.


by its influence는 전치사구는 맞는데요, 이것의 위치가 애매하네요.

전치사구면 뒤에서 수식하게 되는데, 그러면 mitigate을 수식하잖아요.

영향으로 인한 변동이 아니라, 그 영향력을
